Sex, 18, unless both partners are minors then it is 16, I think there was an exception for one partner 16 and the other just over 18 but I am not sure about that.
If in doubt, 18 is the legal age for all the rest, including sex involving payment.

Almost all young people speak English (99% of the people going to school learn English,) the older people do not all speak it, when you get to the 70+ people the percentage may be about 30% but more people will understand a lot of English.

Cost of living, if you are living in the Netherlands long term, at least € 1000 after taxes, unless you are willing to scrape by with the bare minimum, in that case, social security minimum is something like € 750, per month that is.

There are many sites where expatriates meet and give info.
Google will help you find one.

Remember that to live in the Netherlands you need your paperwork sorted, and if you are from outside the EU you will have a hard time getting the permits.

16 for sex
High but affordable (especially if you live in the outlying areas)
Most people in the city speak English. Unlike America, most Europeans speak more than one language, and English is a requirement in schools.
