Don't Use Bleach in or around your pond!
Rocks will turn color naturally in the water. They get algae and dirt on them. You are not going to win the battle of having white rocks all the time. It just goes with the pond.
What you can do is to get a UV filter to control some of the algae. Especially the "split pea soup algae"
Thats the one that makes your water turn green and cloudy.
They aren't cheap but they are worth it.
Open the link below and determine the size of you pond and what size you will need to use.
I gradually kept making my pond bigger and bigger I started off with a
8watt and as it grew I added a 16watt
so I run 24 watts on a 2000 gallon pond and the water is always crystal clear

Are the rocks just bordering the pond, or are they in it? If they are around the border of the pond, use a pressure cleaner to blast the algae off. If there is a way to drain the pond, drain it, then use the pressure cleaner.

If you can't drain it, get all the rocks out onto the lawn, then spray them with the pressure cleaner, or soak them in a bucket of bleach water (as long as they're not going back into a pond that has fish or an ecosystem).
