Need more info:
125 to 350 general street bikes give you the better MPG depends on your weight and driving conditions.

If you can go lighter scooter get better.

Point of reference my 1500 Kaw Vulcan max is 45 MPG with avg 42. (I drive mostly highway)

it depends. for around town riding, a smaller bike (under 500cc) will give you better mileage than a larger bike. But, highwway and freeway driving, a bigger motor (above 900cc) will give you better mileage because it doesn't work as hard to keep you at speed. Also, the type of bike makes a difference too. A bike with large fairing and windshield will have more wind resistance and this drops mileage, but on a longer trip or at high speeds, it's sure nice to have the wind blocked and debri deflected from your face.
My current ride is an '07 Harley "Ultra" classic which is fully loaded with every gadget you can name. Around town it gets 35MPG and on the highway it gets between 40 and 43mpg, fully loaded and with two riders. My '06 Harley Dyna wide glide with saddle bags but no fairing, gets right at 45 in town and 50 on the highway. My Honda 750's would get 55 mpg average. My Kawasaki kz 1000 got around 40mpg. My honda 500cc got about 55mpg average.

On my 06 Virago 250cc dressed fully like a gold wing I get 80 to 85 mpg on trips from speeds 55 to 70 consiently.
Around town it drops to mid 70's.

Google around, and you'll see that riders of the
BMW F 650 GS (2005 or newer)
are claiming about 68 mpg.

To get better mileage, you'd have to look at 250cc engine motorcycles.

I ride a Honda Shadow VLX 600 and I average 54mpg.

Bajaj Chetak. Capable of 100mpg. I am not sure if they are still importing them into the US, but some dealers still have new leftovers.
