what are some legit(not scaming) casting/talent agencies based out of LA for actors?

Central Casting does all the extra work. If that's what you're looking for, absolutely go with them. There's also Bill Dance, Cenex, etc.

For casting directors and other agent info you can do Ross Reports http://www.backstage.com/bso/rossreports/directories.jsp. It's not free, but it's the best info around especially for LA.
