While it is comforting to simply think that an all powerful oligarchy is conspiring to raise prices, it's simply not true. Neither OPEC nor American oil companies are benefiting from higher oil prices. Look at the numbers, U.S. oil demand has fallen for six weeks in a row. This is the result of new car buyers purchasing more fuel efficient vehicles, business owners switching to more efficient fleet vehicles and home owners implementing more efficient appliances.
The reality is that WE all are behind high fuel prices. America's demand has risen consistently over the past several decades. India and China have 1.9 billion people who are all tired of riding bikes and reading by candle light. They are demanding more cars, motor bikes, and oil powered power plants. Demand has simply out paced supply. Combine the demand with the restrictions on refinement, and you have high oil prices.

People forget that demand has skyrocketed. China has increased it's industrialization exponentially. China is the number one producer of CO2 which simply means it uses more energy than anyone else on Earth. Also, insecurity in the Middle East has had a factor on oil production. The 2005 Hurricane season severely hit the Gulf Coast's oil refineries. Simply put, demand has risen, supply has fallen which (if you know anything about economics) raises prices.

George Bush Can't help but to open his mouth about oil and the prices go up for instance when he said by the year 2020 alll cars should run on at least 15% ethanol imediatley prices went up 5.00 dollars a barrel
