Start with the FBI (www.fbi.gov) and the Postal Service (www.usps.com). The FBI typically handles multi-jurisdictional crimes (crimes which cross state and/or international borders). The Postal Service typically gets involved in this type of scam because "Mail fraud" is often a part of the scam. If the scam came into your email in-box, contact your ISP or email provider too.
