Well that's literally impossible to say. For what it's worth, the Ramones are my favorite, but the Clash are really just as good, and at the moment I'm really really really digging the Stranglers, you wouldn't think a band so strongly centered on keyboards and bass would pull off being punk, but their sound and attitude is as punk as anything you'll ever hear.
But then I can't make a post about great punk bands without mentioning the Rezillos, Dead Boys, Eater, Devo, or especially the wonderful Damned. And the Sex Pistols go without mentioning, but just to be sure, they're a fantastic band too, and no matter how bad the backlash against them for being famous gets, if you don't think at least "God Save The Queen" is a good song I don't believe you know much about music (the whole album is great though).
But just to make sure I get some more of my favorite bands out there, Angry Samoans, Circle Jerks, Modern Lovers, Lurkers, Johnny Thunders, Stooges, Iggy Pop, Germs, Buzzcocks, Boys, and Chelsea.
My final answer will be......... the Ramones. They helped pioneer it, they did itas good or better than all of their contemporaries, and man could they crank out a good tune. Raging, speeding guitars, simple catchy basslines, fantastic pop vocals and melodies, and all put together in a way that they still sound relevant today, little to no dating has affected their material. And no band could make a song rock so hard and still be catchy and accessible like they could. I mean I'd have a hard time believing you had good hearing if you told me that you don't think "Blitzkrieg Bop" or "Oh Oh I Love Her So" is catchy.
Sorry that was so long, it's kind of my passion.

No i actually change my mind.. because as much as i hate it.. i have to admit, they are merely a creation by Malcolm Mclaren,much like a pop band. And they only came out with one proper ALBUM..
