You should have a shut-off valve at the hose pipe near the garage. That is how I do it when I need to change a spigot or a toilet

There should be a shut off on your side of the water meter, it would probably be under the meter cover at the sidewalk. The water co will have their own shutoff on their side of the meter, that one you aren't supposed to touch.

It can be done where you mentioned. You'll need a big heavy wrench, or a tool made for turning off the valve at the meter.
Likely it'll be hard to turn. I have to get the wrench in there at just the right angle and put my foot into it to get it moving.

What you need is a water meter key available at any hardware store (Plumbing Dept)....Or call the water company to do it, but your going to have to set up an appointment.....
Oh....you shut it off at the meter...

It's nothing but a handle on a pipe. I don't know the ethics, but find the handle outside and shut it off. Generally if the red handle is perpindicular to pipe, it is off. You will have to try and error until you find it. You may shut someone elses off by accident, so just have your smile and story ready.

if you want the water shut off entirely then you need a city official worker to come out and shut it off for you. i wouldnt mess with doing it myself, wouldnt want to get in trouble by the city. or if you know where the valve is at, at the very least call the city water dept. and inform them of what your going to do.

I'd suspect that the water utility company wouldn't appreciate your tampering with the connection to the main supply. It shouldn't take much more than a phone call to get them to turn it off/on.

You should be able to go out on your street and find a thing near your house that looks like a sewer lid...you will see a nut sort of thing that usually requires a special tool to loosen/tighten...but you can use a pair of channel locks...good luck...
