You can become Top Answerer based purely on weight of answers.
To become Top Contributor you need a set % of Best Answers IN A SPECIFIC SECTION, and to be a regular poster .... Oh and to not be a Polls & Surveys regular, they took our badges away.
I don't see the fuss though, when I had my "little orange targets" I was the subject of reports, TD's, abuse ... they aren't worth it

Getting Top Contributor simply depends on how many questions you answer in a category.
I have earned the title once in Legal, lost it and earned another in Astronomy, before I lost it again. I just answer too many questions from other fields. I am a generalist not a specialist. The title doesn't mean that much and at 7th level I have answered far more questions in a lot of categories than say a level 2 or 3 person who has only answered a few questions.
I think that your raw point score only means you have been here a while and kept plugging at it for most of that time. I try to log in every day and answer at least two questions.
My Best Answer rate is more important to me, but then if you answer questions where your point of view isn't popular you won't get best answer very often. Also a lot of people ask a question, get a few answers, and then forget the rest; including taking the time to select a best answer.

It's based on the percentage of best answers in one given category. Usually 10% or higher.

TC is based on your best answer percentage in each category. You can be a TC in up to three categories but Polls & Surveys does not award TC badges.

You have to contribute to the category with answering a lot, asking some, & getting best answer....all in that category.

Top Contributor is Yahoo's way of alerting the stalkers and trolls to your presence so they can eventually suspend you.
