the handle and stem turn but won't water shut completely off. This just started happening this evening - it was fine earlier today. Not sure what to do

Depending on what style facet you have , it is the washer and seat or seal and cartridge that is bad
under the cabinent there should be a cutoff for the two waters , turn the hot side off untill you can fix it

Go into the bottom of the sink cabinet and shut off the valve thats below the hot water handle.

Look under the sink. You will see two supply lines with a valve on each. The one on the left should be the valve for the hot water. Turn that one off until you can get a plumber to look at it.
