Someone was saying the only thing a criminal needs is your first and last name and they can steal your entire identity, including your social secuirty number. I find it hard to believe that the government would make it that easy for someone to steal your social security number.

It's certainly not as difficult as it used to be. You can often dig a little into government records like county deeds archives and find such information. Corporations and governments are really sloppy about leaving access open to confidential records online and on laptops, because there is no true accountability when millions of records are hacked/stolen. There are also offshore companies who sell access to such data.

Social Security numbers have no correlation to your name. The first three numbers are assigned based on where you live when you apply, the next six are random.

Sounds to me like someone is telling you a story.

Although there were leakage on VA and others, it is more difficult to hack into government information system nowadays.

If you find any leakage about personal ID, you should file a complain in http://www.ic3.gov

ID theft is a crime!!

If someone is determined enough, they can get your personal information. It's not easy, but it's doable.
