There is really no easy answer given the information.
For me the best way to clear the fog is wait till the motor reaches opperating tempiture and put the heat dial right between the cool and hot. Turn your A/C on if possible (to remove moisture from the blowing air), and make sure you're knob is on windshield defroster.
Make sure you're controls are properly functioning, if not fix that.
Rain-X makes a water repellant/anti-fogging stuff you put on your winshield, but I have never used it to see if it works, but it seems that it might be worth a try. I always use a flat Coke-cola and pour it on my winshield then hose it off about 30-60 seconds later which has always helped repell water, but I don't know about the fog since it rarely get's cold enough here to fog the windows anymore.

Firstly make sure the fan is blowing air out of the defog vents.If not there may be a problem with the controls to get the air going in the right place.If the controls are working good the air conditioner will automatically come on in defrost mode.The defrost in most cars work the best in heat position .To try and keep fog away from the windshield use a good quality glass cleaner with anti fog.

Try cleaning/wiping the inside windshield and door glass with white vinegar...I've heard that works to minimize fog. Fog or steamy windows occur from a cold window and moist, warmer inside air so run the defog setting with a/c turned on and temp set low until engine warms up.

I always use hot air. It won't defog properly until the engine is warmed up. Most cars automatically kick the AC on when you select the defrost setting. Even with the hot/cold lever on hot.
Also, the company "Rain-X" makes an 'anti fog' product that works pretty good. It comes as a liquid and you apply it with a towel or other applicator. You can even use it on your bathroom mirror for when taking a hot shower.
You can get it at most auto parts stores like Autozone.

If you wash the inside of the windshield with soapy water (just normal soap that you would use in the shower) then this should help keep your windscreen fog free

Hot, defog with AC on if possible
Also check drain from AC. If blocked then that could be the problem.
