Harley does offer a GPS system but they are more pricey. Try Dennis Kirk or J&P cycle (both online) for better pricing. I heard of a few after market ones for bikes, and you can also get a handle bar mount for most bikes that will accept any of the hand held GPS systems.

A recent article in a major bike mag (Motorcyclist?) mentioned that the author in the Iron Butt challenge added a Garmin GPS to their bike. Further, several competitors had more than one Garmin on their bike. That tells me something.
The Garmin Zumo line was designed for the needs of motorcyclists. Promo literature says they have "glove-friendly, left-handed controls", which is what bikers need. I'd pick the best I could afford.
I am biased towards Garmins, since I've used one or another for years. I currently have a GPSmap 60CSx, and will mount that to my bike soon. I can totally get the need for glove-friendly designs, but I don't know that I'd want to operate it while moving. I'm just cautious that way.

Harley has their own, not sure who makes it, but if it's a newer HD maybe check out the HD catalog, maybe it'll fit or look nicer.

You said he owns a Harley
I would suggest a more useful gift would be a road service, towing, roadside assistance club card from a major auto club
