Assuming you have a 3 prong cord coming out of the dryer, and that it is wired properly inside the dryer, check to see which are the two hots coming out of the wall. Find the wires that give you 230/240 volts. You can't rely on the colors. What is left over is where the center terminal of the dryer cord will connect to. I have seen Romex wire (type NM) with a black-white-bare ground used for dryer hook-ups. They connect the black and white to a 2 pole breaker at the meter/subpanel and use the bare wire to connect to the center lug on the dryer cord. The proper way is to use a romex with a red-black-white-bare wire where you use the red and black connected at the breaker and use the bare wire to connect to the box in the wall (if it is metal) and use the white wire for the center lug on the dryer cord. Dryers have the white and green/bare wire connected on the same terminal in the dryer..that is why most people consider the white and bare interchangeable, or they connect them together. In case you didn't know, the heating elements run on 230/240 volts..the motor runs on 115v..that is why the white wire is used.

If you're talking about the fuse panel or breaker box, and the wire going to the recept for the dryer, the white wire goes to the nuetral bar in the breaker box and to either side of the recept. The bare or green, (whichever you have in your particular wire setup), will go to the center post of the recept and the ground bar in the main box. The black wire goes to the opposite side of the recept box from the white wire.

On a three wire dryer hook up the white wire is the neutral and fits in the center of whatever type of receptacle you may use. The two hot wires should be one red and one black. The bare wire if you have one attaches to the metal backing plate of the receptacle
