I have no use for this small capsule but I know that it has highly compressed carbon dioxide inside of it. I know that it is not flammable and it is non-toxic and it is also all around us but what can I possibly do to blow it up?

It should either be a small breakfast sausage shape or a large drinking glass size. If it is small, your local paint ball dealer can use it. If it is the large size, it could be for a raft inflator, a fire extinguisher charger or a number of other applications. If there are no valves, but a metal seal, either one has to be discharged to scrap them safely. Asporting store may recognize them or possibly a fire extinguisher refill company. Or your local gas supply source (welding supply)

You ask what you could do to blow it up? Give it to someone with the proper means to release the CO2 in a safe manner. Then, go have a bowl of ice cream.

Don't. If you did manage to blow it up, the capsule (or pieces thereof) would likely become high-speed projectiles.
