I have been running at 3-4 m then about a week ago everything slowed down to 100 - 126 Kb and well kinda defeats the hi speed thing. I would like to know why this has happend all of a sudden.

Sounds like either your ISP is working on their servers or lines in your area, or you got a very bad Trojan on your system.

First make sure the tool you're measuring this with is accurate. If you're looking at the download speed for individual files, that's also affected by the web server's upload speed and the speed of points in between.
If you have a tool that measures your actual connection speed, ask your internet service provider why the speed has dropped. Usually they don't guarantee a minimum speed, so you may not get a good answer, but it's worth asking. There might be something they can fix, or help you fix.
