I'd say delusional. He seems to think that if you are attacked you can refuse to fight and the enemy will give up and go away, rather than just kill you. We can't afford to have a commander in chief that doesn't understand our enemies have to be defeated not ignored.
Some situations have to be faced. Blaming the situation on the past doesn't change the situation, it still has to be handled.
