Shadow did a pretty good job on answering it. I'll just add that there's a small house beside the gates to west ardounge. In it is a lever that will tellie you out near the mage arena. Take a slashing weapon to slice the webs & you can get there easily. Just northwest of the arena is another house & lever. Cut the webbs to get in , pull the lever & you'll be telied to a safe area with a bank where you start the mage training, get the cape & staffs.

Now that theres no more pking in wildy its childs play to get it. All you need is a 100 or so blasts or waves, enough runes to cast Claws of Guthix 100 times, some prayer pots or food, and 37 pray or higher for mage protect.
