I'm not familiar with anything like this being reported. If you can give me a link, I'll venture a guess at the motive.
Without the link, I'll assume that its like anything else that comes from Hillary/her people...they'll say anything to get elected.

I think she is trying to position herself as the moderate dem, trying to take a centrist approach to pick up some of the moderate conservative vote.
