I have a nintendo DS which only accepts connection speeds of 2mbps.

I have a: Actiontec - M1424WRverizonFIOS router. My connection is typically 48 mbps, which is much too fast for my DS to connect to. I know how to set the speed to 2mbps for the whole router, but I'd have to change it back all the time when I want to use my computer(s). Is there a way to manually set a specific IP address to get only a 2mbps connection?

I believe your best bet would be to set the speed in the adapter, rather than the router.

To do this, or at least check if your particular adapter(s) support this, is open Device Manager, double click on the adapter name in the list, click on Advanced, and then go through the options there. You can also set it to half duplex for better throughput if you are having issues. Full duplex is best, but if there are issues on the network often setting it to half duplex will solve them.

To open Device Manager, either type Device Manager in the Start Menu Search box, then click on the name in the list, or hold down the Windows Logo key and the Pause/Break key at the same time, which opens System Info, then click on the Hardware tab, then click on the Device Manager button.

If neither of these options work, I suggest you phone the technical department at Actiontec and ask them how to achieve what you want to configure. Most technical departments have three levels of help. If the first doesn't satisfy your need, have them escalate to a level 2, and if that one doesn't help, esculate to a level 3. It takes some time, and you may find that the lower levels attempt to give you the wrong information just to get you off the line, but persist until you have an answer to why it will not work as you would like, or have it solved.

Good luck and have a nice evening.
