It's a question of intent.
Let's say you went to a nude beach in France with your family on vacation, and you have pictures of you and your brothers and sisters playing on the beach with other kids. No "prurient purpose" to those pictures, and they're perfectly legal.
Now let's say that you're 15 and your 15 year old girlfriend took a picture of herself, nude, in a sexy pose for you. THAT picture, since it was for a "prurient purpose" - she meant it to turn you on - IS illegal, and both she and you could face charges. (You for possesion, her for manufacture and distribution - the more serious crimes)

My BIL's 14-year-old sister got in trouble for child pornography because she was sending naked pictures of herself to someone. That was in Ohio. I don't know if the laws vary from state to state.
