Answer is D; the bonds between phosphorous and chlorine are polar , but because the structure of the molecule is trigonal bipyrimidal the net dopole moment is zero.

I'm doing this without looking at a periodic table. Bear with me.
Phosphourous is on the inside and you have 5 Cl's This is a trigonal bipyramidal molecule stucture. Phosphourous pentachloride is a polar bond but a nonpolar molecule. D.

The difference in electronegativity in a Phosphorus-Chlorine bond is 0.97, so the bonds are polar. However, looking at the molecular geometry of the molecule, the bonds cancel out each other because the 5 bonds are at 90° to each other.
