A caveat to my answer - I am not a body builder and have no experience with suppliments such as these. I also hit the back button, so I lost my first, longer answer... Heh.
Here is the manufacturer's web site:
http://www.gakic.com/
The FAQ states that the caplets are sold at GNC - I think this is your drug.
Two red flags to make sure your brother is aware of in the supplemental facts information:
--> The manufacturer specifically states that you should drink 10 8-ounce servings of water for general good health (or something similar).
--> The manufacturer states not to take the supplement on days that you don't work out.
I found another Yahoo! Answer in which someone stated that Gakic is caffeine and "AAKG." The caffeine answers part of the reason why the manufacturer had to print the information about drinking tons of water. (Answer is here: http://answers.yahoo.com/question/index;_ylt=AkENnAjdGGKOZR3LUHBXu4kjzKIX;_ylv=3?qid=20061206211841AA3lheK )
Here is a site that gives a bit more info about "AAKG":
http://www.herbsmd.com/detail/now-foods/32095/AAKG.htm
One of the chemicals increases ammonia removal from the body - another reason to drink tons of water.
Beyond that, any time you're dealing with eliminating proteins or amino acids that your body has broken down, I believe it adds stress on your kidneys when your body is trying to filter it all out (someone with more medical knowledge jump in here please), which is yet another reason your brother should be drinking as much water as possible.
As far as his age, I would ask this - will they sell the supplement (in both forms, "AAKG" and "GAKIC") to someone under the age of 18? If so, either the FDA has not caught on to it yet or it is truly safe for someone under age.
I didn't find anything specifically stating that these drugs should not be used by teens (more in the steroid and hormonal category had some serious warnings), but that doesn't mean it's not out there. Most body-building supplements and protein enhancement chemicals are not for those under 18 because it can mess with their development, both structurally and sexual/hormonally.
If your brother is working out - ask him why he feels it necessary to supplement. How long has he been supplementing? Has he discussed it with a doctor? Has he tried non-chemical alternatives (such as eating a healthier diet with more proteins, etc. - I'm sure there are a number of sources online to suggest diets)?

Gakic is a muscle building supplement. It doesn't seem terribly dangerous (I'm not entirely sure what's in it) but I would worry about someone that young taking it. In fact, on the webstie, it says that it is extremely potent, and should only be taken on days you work out. So I can definetly understand your concern.

If you type "gakik" into your search engine you will find several sites. Look at quite a few to get a cross section of opinions. Don't trust the information on those sites which are concerned with selling it - cross referencing is the trick..

Natural building of muscle mass is the best option alone, is he he a sports player? That's how most of them get hurt when they do things like that they could get hurt. I would recommend building the natural way go to the gym and exercise that way you will be able to watch what your doing.

He's only 16? He's still growing. Pills won't give him muscles. Take those pills away from him.

The 1st link is from the manufacturer. BTW it's "Gakic". The 2nd one is from YA. 3rd one is a body builder's forum. That's so sweet and kinda sexy that you're just back from hell and now you're checking up on little bro.
