A pixel shader is a function of your video card, it's not a separate device you need to purchase. A pixel shader is used to create graphical effects, for instance shadows, explosions and water ripples.
Depending on the video card that it in your PC or Laptop, you have that functionality already.
If you get an error message from the game, you need to upgrade your video card (make sure you know what kind of interface your PC has for video cards, older PCs use AGP, newer ones use PCI-Express). These can be had from about $30 and up - depending on your application. If you use a Laptop, you are very likely out of luck, since Laptop video cards usually cannot be upgraded. Maybe a video card driver upgrade might help, but it's doubtful (though worth a shot).
If you haven't installed the game yet, go ahead and install and try it. You cannot damage anything by not having a pixel shader.

Well...seems like you need a nice thin art pencil to shade those pixels the right colors...you're in for some work.
No..actually you need a video card. It would help if i knew the model of your computer and the game in question.

You probably need a more powerful video card.
If you're really lucky, you just need to update the driver for your existing card. And you should buy a lottery ticket.

Just get a new video card, but make sure it's compatable with your computer, and most importantly, if it will fit. Some of 'em are HUGE!
