First, you need to drill or cut a hole in the "bottom" of the shell, in the middle, about 1/2"-5/8" diameter, to allow airflow through to the big opening.
Second, you "play" it like a brass instrument - you put your lips together fairly firmly and force them to vibrate together when you blow through them. (In the "olden days" this was called making a "raspberry" or "Bronx Cheer".)
Third, put your mouth up to the opening, and make a "raspberry". With a little modulation of your lips, you should be able to get a horn sound out of the shell.

blow it like horn
hold shell in both hands making sure you're not covering any openings
hold skinny tube part near mouth
blow through the narrow/skinny tube part with all your might.
