The last answer is correct. Cat. coverters usually at a decent priced mechanic, shouldn't be more then 300-400 for parts and labor. DEALERSHIPS tend to charge around the 1K price zone. If you passed smog why even bother? The cat. converter basically is for emissions, i'd personally only replace mine if I couldn't pass smog. Some people actually remove their cat. converters and just reinstall in when they need to smog. Disregard that code, I believe it means bad cat. converter, but again if you passed, disregard that code.

P0421 is the cat converter not heating up to the threshold values in the time limit that is programed in the system. The converter is a warranty item up to 80,000 miles on some vehicles. It is also possible that the converter is still OK and that the 02 sensors are the problem, Most likely the sensor after the cat converter which is there only to monitor the converter. I'd have a Mitsubishi Technician at a dealer check this one out. At least you will get the right information and parts, and perhaps a free warranty fix. After market converters don't always work to factory specs and you may fail the emission test because of this. Walker brand after market converters are the best if you need to go that route.

If your car passed smog test, why would you need a new converter? it's a rip off(not an honest mechanic). who cares if the code P0421 popped up as long as you passed the test. An Aftermarket converter costs about 400-500 for a good one. yes it should be less than $1000. get a second opinion.

your right about wanting a second opinion. There are third party versions available that will work well for your application. I would suggest you go to a muffler specialty shop. the one for my cadillac cost 160.00 and a about an hour labor (75.00). My cadillac has a 4.3 liter v-8 so the converter you need will probably be similar. this was about 3 years ago. by the way the cadillac dealer wanted almost $1000.00. same as yours. it pays to shop around. ALSO .. please note Catalytic converters can plug up from mild to major. you can loose power, gas milage, etc. and keep in mind the exhaust gasses carry heat away from the engine too. you can destroy your engine with a plugged converter. don't wait to get this fixed.

Anything that will make the engine run rich or excessive fuel into cat , will make the cat run hotter than normal and plug the pellets inside the cat casuing inefficiency. Bad coil, bfouled plugs, arcing wires, failing sensor and so on.

Those converters alone are around 3-5 hundred plus labor & whether where you live has EPA controlled e-check.

$1000 for a Japanese Car..about right..be glad you don't drive a BMW..$2100.
Me, I am sticking to American Iron.
I would personally, if I were crazy enough to own a foreign car, go with a local converter.

take it to a daeler, may still be under factory emissions warranty. 1000 seems about right, parts are very expensive as the converters have rare metals in them

Just a wild guess, but I believe $150-$200 for the part would be close. OTOH, if it passed, I wouldn't be too worried about PO421, whatever that is.
