The word "retarded" means some kind of development is slowed down, hindered, etc.
When literally applied to a person, animal, or object, it usually means their brain isn't functioning properly or they can't understand what a normal person could understand because of a mental impairment.
Example: "So&So can't advance to the next grade because she is mentally retarded. She can't understand the books."
When figuratively applied, it means they are "stupid" or they aren't acting how they should or how the other person expected them to react.
Example: "Why did you spill your soda on me? You're retarded!"

Mental retardation is currently set at less than 63 IQ (Intelligence Quotient) This means that basically retards are people who have the mind of an infant, and might be disabled in a bunch of different ways. "Retarded" is a general slur, which, like many others, simply means that someone's trying to insult you, and nothing more. It is like saying stupid. Or fool. Nothing more.

There you see what democracy is all about. But that is not all. A small minority of politicians, entirely self-seeking individually as well as collectively as a group, get to represent the majority with a 4 to 5 years licence....... too long a period in which the represented majority can only fret and fume and wait for the next time to vote!! Yet with all its drawbacks, there is nothing better available anyway. The elite rule or the power rule have always been much much worse.

Medically speaking it can be the lack of or slowing of development of any part of the human body but, generally is a reference to the mind. Extreme cases leave an adult with the mind of an infant needing constant care as an infant would need. Most commonly it is said as an insult to people acting stupid or seemingly don't understand others in their particular social status. This is probably what has occurred in your case. Your "friends" say you are retarded because you don't "fit in" their group. Don't feel bad,I'm sure you can find plenty of people who will accept you as you are and be true friends to you.

When someone is acting really stupid some mean person calls them retarded. It's really mean when someone treats someone like that when they can't really help it.

the literal meaning doesnt neccesarily mean stupid, but means that there is somthing not right...but most people use it as a mean name to call people when they are acting stupid...
