This term is older, it's from 1920 or 1930: In those good-old-bad-old days before gambling boats, off-track betting and state-run lotteries,NUMBERS was a lottery type game for the masses and was run by organized crime. Since the daily picks of the customers had to be brought to a central location for processing, the syndicate employed “runners” to go to the various bars, barbershops, corner groceries and such where the customers made their picks. This employee was a "numbers runner" for the mob, carrying the green (money) to the bookie.
After this term was used in gangster-TV movies in the 70's and 80's.
FYI: Did you know that Malcolm X became a numbers runner to support himself in New York City?

Before there were the state lotteries organized crime ran a lottery in almost every city. It was like a daily number/pick 3 ting. A numbers runner took bets and worked with the crime HQ to see that debts were collected and winnings paid out.
