What is the sims 2 Launcher/.?

I have i guess bad graphics so when i play an expansion pack with the launcher will my walls still blink red and black??

It's your graphics card that is causing your walls to blink red and black; it's not powerful enough to run the games. The launcher doesn't affect your gameplay at all, just how the game starts.

You can either purchase a new video card and have it installed, or uninstall your Sims game and reinstall with no expansion packs and try that.
