I have taken both. The CBEST is a test of basic skills with math, reading comprehension, and writing.
The CSET is pretty comprehensive. I took the test to become an elementary school teacher and had to answer questions about history, math, reading, health, PE, and science. In that test there were several different essay questions. (The CBEST only had one or two.) Not only did you have to know the subject matter, you also had to explain how you would teach it.

The CBEST is taken by all teachers in California, including those who want to be substitutes. It is the same for all grade levels and subjects. It's meant to show you have the basic skills to be in the classroom. Most people who were raised in the US, speak English fluently, and had at least average test scores in high school should have no trouble passing it. It's similar in content to an 8th grade level standardized test, I think. You can find a practice test here:

The CSET is more complicated and specialized. Each teacher takes a different one depending on the subject to be taught. It is designed to make sure you know your subject matter. I took the English one and passed it the first time, but it was definitely challenging. I didn't really study for it, but most people do. If you are taking the multiple subject one, I would recommend studying for it. I will put in a link to the practice test below. After you take the practice test, you can determine how much you need to study and which areas you need to concentrate on.

CBest is really easy. It's one session, no problem.
CSET is 3 sessions that can be taken together or separately. You need to know much more for this one. It's harder.
I studied for neither, but passed both on my first tries.
