Ok, I actually have a professional opinion about these things, and it's not exactly true, but really close.
Most of our social interactions are actually a negotiation for which qualities and characteristics should be most valued when measuring people's overall value to society. For instance, if I say that person X is a spendthrift, I am saying that they put possessiveness in front of fiscal responsibility. More likely, though, you are commenting about specific forms of spending that they've recently engaged in, and feel that whatever they've decided they need to own isn't worth the money they spent on it. When generalized it means that you don't feel that they're spending their resources the way that they should.
Taken a step further removed, you're saying that you have a better sense of how they should spend their money than they do, and that your priorities are better aligned than theirs are.
Pretty much any comment can be broken down this way. Even the positive ones are saying that person Y's priorities match yours, and are good for that reason. This is just how humans communicate. I don't consider this dishonest, though, I just consider it part of being human.

Hmm..I would say so, yes. This is a difficult question.
When you break it down, it relates to how people put others down to make themselves look good. That is true, but I wonder if there is a time when speaking "ill" of another is necessary?

I agree, because when you put others down, you are just makeing yourself look better. But, also on the other end, when you say bad things about other people, you also make yourself look bad because no one likes a busy-body

Sorta. "Misery loves company" comes to mind. Some people are so miserable they just want others to be on the same level. I think the two concepts are vaguely related.
