Hey I'm 16 and this seems normal to me as I get it as well.
It's all true that the foreskin is meant to retract back itself when erect but sometimes us boys have a little larger foreskin than others, resulting in when you become erect it doesn't come back.
It still leads in a great sex life by the way; so it's nothing to worry about. As with it hurting a little, that just means that its still a bit tight and slackening it in a bath or shower by retracting it back and forth can help as I did that and have no problems now !

i was a little confused by your question, sooo...
If you are uncircumcised, when you are erect, the foreskin should naturally retract. The head of your penis should be completely visible. When you are soft, your foreskin should be moveable and will probably cover the head of your penis. If it doesn't retract during an erection or hurts during an erection, you should probably talk to a doctor. I know that may be an embarrassing topic, but if there's a problem it could be an easy fix. It is not 'normal' but it is quite common among teen boys who were not circumcised as infants. Retracting your foreskin should be possible without pain whether you are erect or not.
The condition will not cure itself, you need professional medical advice so see a doctor about it as soon as you can. If you do need surgery, it is minor and you will be permanently cured of the discomfort and embarassment.

You need to talk to your Doctor about it . The condition I think is called phymosis . It might be that you need to stretch the foreskin by retracting it on a regular basis , or if severe an operation is required . ( a very minor procedure )

It's not. You should be able to pull it back when you're hard. It shouldn't hurt either. Talk to you doctor about this. And if you have a child, please make the boy have his pee-pee's extra skin removed!
