Because the packet is too small to allow the ketchup to separate, and also too small for the ketchup to move around in if you shook it. The analogous instruction for a packet would be "knead packet before opening."

Have you ever tried to shake a ketcup packet? It's pretty hard to do, and even if you could, it's useless.
