whenever his muscles are developed enough... it's usually around the third month.
i have a healthy neice who just lays there and is three months. and i have a 7 month old who is almost walking and was pushing her head and chest up by three and a half months... it's different for everyone.
try giving baby at least ten minutes of 'tummy' time per day. it's ok if baby falls asleep like that. and it's ok to pick baby up if he gets fussy, too. my daughter HATED being put on her belly until she was able to put her head up and so i would just pick her up and try again later.
