Also if propane is better....is it safe? Like if you were to use a propane heater in a garage is that safe as in like breathing it?

For heating propane is always better. It is faster and more efficient.

For safety, I would choose an electric heater. We have one of those heaters that looks like a radiator heater, has sealed oil in it, and it warms very well, but doesn't get hot to the touch.

depends on the size of the area you want to heat, propane will get you more heat but you have to refill it, electric will run up your light bill.
