I'd say this is a complement. Have you ever heard of a prostitute making love to someone? haha, I didn't think so.
I think "making love" is the ultimate show of affection and is not really something to be taken lightly. In fact, this complememt is a little creepy, because you don't just make love to anyone. Sure, you can have sex with anyone, but acutally making love is something special. Maybe you should stay away from these creepy people...unless of course it's your boyfriend or something :D
