So something like this?..

A problem that might encounter starting up my restaurant is not enough recognition. With not enough recognition, people will not be able to hear about my restaurant or even know it’s out there. If people do not know it is out there, then there will be no customers and if there are no customers, then there will be no business to support.

Think of everything needed to start up a restaurant then think about what could go wrong. Pick one of the possibilities, describe it in detail, then tell how to go about fixing it. Both of the examples you gave would work.

A pipe has burst: what caused it, where was it, did it cause damage? Answering these would give the details. Then tell what you would do to fix the burst pipe.

This question is in regards to the start up cost (estimated amount of starting a restaurant, cost of supplies, food, etc), have you selected a wholesale distributor for your supplies and food, determing the location of your restaurant (will it be easily accessible for your customers, is it in an easy to find location, does it have accessible parking, etc), the type of customers you are targeting (vegetarians or nonvegetarians), and do you need to revamp to space to accommodate the type of restaurant you're running (dine in i.e. Wildfire or a hot dog joint). These are some of the problems you might encounter when starting any business.

It's a 2 part-er really. 1. Make up the problem. 2. Provide realistic solution to the problem.

Maybe a zoning problem or failing a building/safety inspection or better yet a health inspection and then the things you'd do to fix the problem.

You have answered part of your question i.e. broken pipe. How would you go about getting it fixed? Would there be a problem preparing food, or cleaning, or with the bathrooms?

Problem:
Not enough customers.
Solution:
Advertising.
The details are up to you since this is your project.

EDIT: I think you have a good start -- but you probably need more details on HOW you will advertise! Radio, TV, coupons, sandwich board, etc.

Problem complying with health department regulations.
Google your local health department for their food businesses regulations.
