I dont know the specifics, but I think you write the actual draft using any word processor, then you go to publication companies, give them a draft copy of your book, if they like it, they'll publish it

Start by writing. If you haven't any ideas for a story yet, start by keeping a journal (diary) of your daily acts/thoughts. Get in the habit of writing something every day. Also read a lot...especially best sellers...from Hawaii to Harry Potter, etc. Take some writing courses. Talk to English/Creative Writing instructors, and published authors. Try writing short stories for children, then short stories for adults, and then full length novels. Work at it until you develope the skills, and find a niche. Do you prefer: mysteries, sci-fi, or what? Become aquainted with the works of various authors...Arthur Conan Doyle, Edgar Allen Poe, Earnest Hemmingway, Arthur Schlessinger, J.K. Rowling, Anne Rice, P.G. Wodehouse, Douglas Adams, Patrick Hamilton, and others. Notice how different their styles are, and learn to develope your own style. Such will be a beginning.

if you want to try something easy first you can use blurb.com
after you write it and make all the finishing touches, barnes and nobles and borders will often buy two or three of you book and place them in the stores. you can get some publicity this way and work your way up to a real publishing company and editor.

Write it down, and self-publish inexensively at a print-on-demand service or an ebook publisher. The literary market is extremely tough to break into for new and unestablished authors.
Good luck!

It depends how old you are. If you're not in collage or high school yet, then take writing courses and things along those lines. Go to collage for writing and then maybe you'll be able to publish your own book.

What kind of book are you trying to write? What do you want to do with it? Are you looking to be a millionaire, or are you looking to satsify a creative need?
You first have to correct your grammar and your spelling, if you want anyone to take you seriously.

It depends on where you want to sell it. To start with take a look at http://www.lulu.com. You can write your book, upload it and they will print it. It is online only though.
