YES.

Even with a "stable government" there would still be the animosity between the Sunni and Shia factions.
They seem to hate each other as much as they hate Christians. And that is all over a disagreement as to who would succeed the person who would head the Islamic faith.

My fear is that when US troops leave there will always be enough turmoil in the wilderness areas of Iraq to support terrorism camps. When Saddam was in power he had them hunted down and destroyed because he was paranoid about being over thrown. With him gone the country is now concentrating on Al quaeda fighters who just want the chance to die in battle against their "enemy", the evil USA. When our troops leave there will not be the same high level of surveilance and I fear the corruption of high level officials will just creep back in. Those people have lived with deception and corruption for so long it is now their way of life.

Theres always reason to worry with every country, but it would be less of a worry than now if they did have a stable government.

Government is:
a small group of persons holding simultaneously the principal political executive offices of a nation or other political unit and being responsible for the direction and supervision of public affairs

If they had that, then yes.... there would be much less to worry about.

Worry about what? If Iraq has a stable government everything will be fine.

We should worry about our government waging illegal pre-emptive wars that do nothing to benefit us but anger and incite millions to rise against us and not just in Iraq. Its too late for that, we've already created 100 thousand terrorists...the sons and daughters or the Iraqi citizens we've killed. The real reason for which we've still not been told.

sigh, i dunno, maybe america shud try to get them a stable government and then figure out wat to do next.
