I am thinking about building a new home and the weather here is cold/snowy winters. If I do so is there anything I should keep an eye on as far as weather (i.e. they should not pour concrete when its wet, too cold, etc. the wood will rot if it gets too wet and is not covered, ?)

You have identified a real concern. Concrete will not properly season/dry if it is too cold. If it rains, and the roof and walls are not complete, you could damage the interior.

I think you know more about building than you let on. No do not pour conrete in cold weather and if you do build then get it dried in as soon as possible.
