This isn't a problem with JUST Honda. Alot of car companies from 99-03 decided to use a cheaper form of a clear coat. I had an 02 Mitsubishi with the same problem. Most of the companies were Japanese but a few American companies did it too.

Your car had a TSB (Technical Service Bulletin) which means Honda has recognized that this is a valid problem. Take it to your dealer. Although this is a five year old car, just be nice and polite. Here are some suggestions.
"I really like my Accord. It's a great car, and I like to eventually buy my next Honda from you. This paint really concerns me, though. Is there any way you can help me out with this?"
If they don't mention the TSB at this point, politely bring it up.
If they don't want to work with you, try another Honda dealer. If this doesn't work, call the parent company, American Honda Motor Company at 1-800-999-1009 and work through them. They work with these things on a case-by-case basis, especially when there's a TSB. The key: don't be rude, don't make threats, but be persistent and don't give up.
Your 2002 Accord shouldn't have peeling paint, and it's Honda's fault. They should fix it.

is not the paint that's bad understand the hood is the hot spot of a car, that's were most of the heat comes from , what you have to do first is get a new paint job , after the new paint job wait about 12 to 15 week's o so, so the paint could set in very good , and take it to a car wash and put wax on it so the sun, and the heat of your car wont peel off , and if you live were it snow's understand the salt will eat the paint also, so on a snow day wash your car as soon you can......

The DX is the lowest model, then LX then EX. These 3 are basically the same car with the same engines but with different trim options. The SE and SI have an upgraded motor. Then there's the Hybrids which have their own models

Yep, normal problem.
Its new enough that you might have luck with Honda-be forewarned, theyre known for not admitting fault even in design flaws and such. You'll probably have to pay to fix it.
