There isn't much you can do other than wearing a good bra. I like the Ipex from Victoria's Secret. You need a bra with a molded shape. They comes in a variety of shapes from little pad to a lot of pad.

some are just naturally saggy though, and some stick out like torpedos, big deal, how boring would it be if all boobs had the same look and shape?

It may be helpful if you edit your question and tell us whether you always wear a bra or not. If you DO, maybe you need one which gives better support. And if you DON'T, start wearing one, girl, now! The larger your chest, the more important this is.

Get properly sized at Nordstroms JCPenney or Sears (NOT victoria secret, they are horrible at sizing correctly).
If they are huge and saggy, and cause back pain, a breast reduction would greatly benefit you and can be covered by insurance.

Buy and wear a well fitting bra. It may be pricy, but it will be worth it.
