Help their's folder called downloads that keeps on creating itself when ever i delete it?

Contains files
all 1kb
all end in .sav extension and some of them have download in thier name

Thank You all for your help i greatly appreciate it and i have solved the problem (A app created the folder and so if i delete it it would re create it)
