I think that there are quite a few black people there. When I was in France, I think that about 15% of the population is black; this includes North Africans as well (some people would say that they are arabic). If you want to know actually look on the CIA world factbook. This is the link: https://www.cia.gov/library/publications/the-world-factbook/

There are substantial non-white populations in most of Western Europe including subSaharan Africans but there are not nearly as many as in the United States.

One reason you don't see them on TV is that they are substantially MORE marginalized in Europe than in the United States.

I'm not sure about the current Chamber of Deputies but in the previous one there were no persons of African descent representing any district in Metropolitan France. President Sarkozy recently named his cabinet and for the first time named a person of North African (Berber/Arab) descent to an important post (the Justice Ministry). I do not believe there has ever been a subSaharan African appointed to any cabinet post.

The first ever Black news anchor just got the job within the last few years. Compare that to the USA where its difficult to find a TV news operation anywhere that does not have at least one African American.

To give you an idea of just how different the situation is I recall arguing about the status of race relations with a young Frenchmen last year and he insisted there was a non-white in an important cabinet post. When I asked who that was he named Mr. Sarkozy. It was his belief that a person of HUNGARIAN descent was "non-white."

When Jim Crow was alive and well in the USA the French, by contrast, welcomed Black artists, intellectuals and entertainers. But 1) that was a long time ago and 2) the welcome was for artists, intellectuals, entertainers and not truck drivers or office workers.

Black musicians and entertainers are still greeted warmly but one has to go to the grim suburban ghettos to find how the vast majority of non-whites in France live. (By contrast, a majority of African Americans are in the middle class).

The poor have never featured prominently in any nations mass media. Europe is no different and since most non-whites in Europe are poor you don't see much of them.

EDIT: I also think its a bit much for Europeans to rattle on about "visible racism" in Washington when the Mayor of that city is Black as are most of the city council. And if one strolls over to the Congress then they would see that Blacks hold a substantial number of seats in Congress and occupy some of the most important committee chairmanships. The single most important person in the cabinet is a Black woman who replaced a Black man who, prior to being Secretary of State, had been Chairman of the Joint Chiefs of Staff.

They might notice that a Black man, currently a Senator, is a leading candidate for the Democrat nomination for President and if they knew a little history they would know he is neither the first black Senator nor the first Black to be a contender for the Presidential nomination. I do not believe that any person of subSaharan African descent has even come close to holding any of these positions in any European government ever.

Actually there is about 5 million black in France (8% of the population). Most of black are french and born in France

Most non white in France live in the middle class but a big minority live in bad suburbs.
The first black first news anchor in a metropolitan France main channels was in 1984.
Harry Roselmack in 2006 was the first PRIME TIME news anchors in a main channel.
If we concider that the prime time is at 19.30PM, It is Audrey Poulvard the first black news anchors in a main channel.
When we see news cable channel (Like LCI or Itelevison) it is since a long time that there is black news anchors.
The problem of french main channels it is that most anchors are over 50~55 years old. The politics have the same problem

You don't see them on American TV because they only show cliche about France. (cafe, beret, Eiffel tower, romance)
It is a since long times that France don't look at these cliche.
Paris scene of most movie are not even filmed in France.

I am a french black and I agree that there is a problem of racism in France society, it is not necessary to say false facts and to bash France to prove it.
Everyone agree that French TV don't represent the diversity of French population. A large part of french are east asian but they are invisible in french TV.

Shockingly enough there are also a good amount of Black people in Russia. I agree that being in American you never see any on tv but they are there. Trust me, when I tell people that I'm Russian and they look at my skin color, the first thing out of there mouth is "I didn't know there were black people in Russia". Most of them are from African countries that go to school in Russia and end up settling there. There was also a movement of Black Americans who moved to Russia in the 1950's I believe. If you type in Blacks and Russia, you will get a few interesting websites. I hope to move there for a few years soon.

There are many, and you will see them on Television too, unless you watch an American channel that selects their programs on the colours of the people seen in it.

I do not think the actual numbers are know, I would be shocked as they are known, as it is not important at all.
People are people, and colour of skin is a tiny detail, not as important as political and sexual preferences, and those are not important either.
And who knows which person is a well tanned 'white' person and which person is a pale 'black' person, that is even less brown.
