The answer lies with your setup. If you have your computer enabled to share files then, yes, they can see what you have stored in the file folders which you have opened. Likewise, you can see into theirs.
Its not a bad thing to share the service. It will likely have no impact on you if you do so, but you may want to consider the following:
1) Set up a protection level (WEP) or one of them. Then you can share the passphrase with them and they can log on. Later on you can change if if you need to lock them out. Meantime thatway you will limit who can access your system. One person sharing wont hurt you .. 50 people (all your neighbors with all their computers).. will bog you down like you wouldnt believe
2) If you do not know how to secure your files, then hire someone who does and let them do it. Let the neighbor pay for this as a one time charge.
3) File downloading: Keep in mind that if your neighbor downloads files and the music industry comes after him.. they will actually sue YOU as the owner of the account. (The little old Grandmother that just lost a $20k lawsuit over that was surprised too).
on the plus side.. maybe they have Cable TV to share?

No, not unless they have some access to your router. If they know how to get to it, they could see maybe the last couple of websites visited. Anything else would really just be hacking your computer to see, which they could do from anywhere.
