If you are asking about politicians... There is not one that is smarter than the other, they are talking heads. 99.9% of them do not even write their own speaches.

Smartest Reps. Huckabee followed by McCain. Very close though. They actually have common sense plans with no ambiguity to them that are ready to be put in place. Neither of them is overly crazy on the right side of things.
Smartest Dem: Hillary but so much so that she is polarizing. And add the fact that she is considered devious by most it makes her the least electable. And her plan is kind of broad and not really ready to set into action as far as she's let on. The other candidates are like so much filler on the Dem side.

I like Ron Paul on the right and Obama for the left.

I saw a T shirt the other day about future conservatives of America and it said "Changing the left, making it right."

I like both of these candidates b/c they would ardently disagree with the above statement. When I consider a candidate, I seek out one who has had bipartisan success in their tenure and does not seek to make every living being agree with every belief they may hold.

Also, I assumed you were referring to the upcoming election. If not, the smartest on each side over the course of history is up for debate.

If you're talking about on this site, I think Pip is the best lib contributor. His answers are well written, not offensive and actually contribute to an understanding in politics. Chi Guy is a close second.

Hardy, was that the California branch? I am a member of Mensa and will never again vote Democrat after their actions and words over the past 3 years. As for the question, Dr Rice is a pretty sharp cookie, and although immoral, Bill Clinton is a very smart man.
