I am in a place that is called some type of passage/lightworks. I have FRan Basch me(Vann) and some other guy who starts with a B. I need to gte through the gate, but it won't let me. I tried the switch by it and it says it has no power. I went up to the power relay and it says there is a blown fuse. How do I get through the gate?

You are in the Barheim Passage, correct? Just continue downstairs, past the save crystal, and talk to the bangaa sitting by the gate. He will give you a "Tube Fuse". (He is also a merchant with some good things for sale.) Take the fuse back upstairs, install it in the power relay, and you are ready to go!

That place you talking about is Barheim Passage which is at Dalmasca just outside Estersand. To get past that gate, go downstairs to that bangaa merchant and keep talking with him and he give you fuse which then you will go back up and put it in that fusebox. And by the way, character on B is Balthier.
