Civil liberties are a check and balance on government control. A government is self-interested in expanding themselves and having more power over the people. That means destroying civil liberties either by overt or covert means. If the people do nothing then all governments lead to a fascist state followed by a revolution when the people finally get fed up.

Conservatives are concerned with the civil liberties they choose to exercises and resist the idea that others might choose differently.
Liberals are concerned with all civil liberties and how they can be enjoyed by all within the limits of where they compete.
School Prayer is good example. Everyone has a right to pray. The government has no right to establish the time, the text, or the participants of prayer. But many public schools across the nation once started the day with a prayer or a religious devotion. No a bad thing by itself, but those not religious, and those of a different religion were forced to participate. This conflict was decided based on the 1st Amendment which specifically prohibits government sponsored religion. A publicly funded school is an arm of the government. So the school can not require, lead, or even sponsor prayer.
Conservatives hate this because they see a few in the minority spoiling what they want to be able to do. They were free to ignore the letter of the constitution for about 150 years on this issue and want to continue to be able to.
Liberals accept that despite past practice, it is better to live up to the constitution and apply it equally - not just to the majority.
So conservatives do not hate civil liberties, they just hate anyone trying to ensure the civil liberties of those that disagree with them.

Conservatives love civil liberaties belonging to themselves only,and it's been that way since political time began, it will not change ever,liberals act as though rights are for everyone but in a nutshell will become just like conservatives, when afraid.I don't know why, it's just how it is.

Evil Republican Conservatives are against civil liberties so that American people will be kept in a dark without them having any rights to express themselves. Neocons are doing this in fear that American people will understand who Republicans really are and will get rid off those parasites, thieves and sexual perverts.

It seems that way because of the overdose of liberal propaganda you're receiving.
It's liberals who are responsible for Affirmative Action, which is government-sponsored racism/sexism.
It's liberals who are responsible for gun control.
It's liberals who are responsible for stiffling free speech (Fairness Doctrine, hate speech legislation, political correctness and suppression of religion)
It's liberals who are responsible for social control (condoms in the classrooms, birth control/abortions for minors without parental consent, taxation without representation on tobacco, alcohol, gasoline, automobiles, big boats, global warming scare, homeless scare, etc.)
Civil Liberties are the very underpinnings of American freedom, or at least they were before those same liberties were "regulated" by liberals so they only partain to minorities!

Some even hate the ACLU, which seems strange to me as an American, given the reasons for the ACLU.
