Although he has many flaws, he finds it difficult to be an outright liar. That's why, when asked in 2000 if he had ever done cocaine, he huffily refused to answer the question. If the answer was no, he could, would, and should have answered no. But he couldn't. So he evaded. Same reason he wouldn't testify under oath. He'd have to lie or evade, and both would look bad.
