Kissing, usually a lot of passionate kisses. The term comes from how birds with long necks can twist them around each other and seem to kiss. This is a good way for a long necked bird to show affection, and it can be part of their mating rituals. Necking can also be called getting to "first base." Second base is often called "petting." It involves more intimate contact with the person's private parts, but not actual sex. Third base is full sexual relations. Your step mom is telling you to not start heavy kissing, because that can lead to more sexual activity, and she thinks you are too young for sex. If you don't know what necking is then she is probably correct.

"Neck of the Woods" is an Americanism defined by M. Schele De Vere in "Americanisms; the English of the New World" (1871) as: He will.. find his neighborhood designated as a neck of the woods, that being the name applied to any settlement made in the well-wooded parts of the Southwest especially."
Originally 'neck' in this sense was a narrow stretch of land or water; 'neck of the woods' suggests the limited area being described.

Yeah it can...when you come to a bend in an animal trail or a path it is sometimes referred to as a "neck" and there is usually a clearing of sorts.

In my neck of the woods, we are trying to figure out how to get out of the house...we are snowed in.
